Joyce A. Tomaka is a Certified Public Accountant and currently serves as Chief Financial Officer of the Erie County Water Authority. Ms. Tomaka began her career in the Buffalo office of a Big Four public accounting firm and has over 20 years of accounting and tax experience encompassing the public and private sectors.
Ms. Tomaka has been with the Authority for 13 years in the Finance Department. She has previously served the Authority as Assistant Manager of Accounting Services, Manager of Accounting Services and Comptroller. In those positions, she was responsible for maintaining payroll, accounts payable, fixed assets and for preparation of financial statements. She is responsible for the supervision and directing of the activities of the employees working within those units. Ms. Tomaka developed and implemented a cross-training program for payroll and accounts payable clerks.
Prior to joining the Authority, her financial roles included responsibilities such as a corporate tax analyst and corporate tax accountant as well as ensuring tax compliance for foreign and domestic corporations.
Ms. Tomaka is a member of the Government Finance Officers Association (GFOA). She has a B.S. in Accounting from Canisius College.
