Frequently Asked Questions

I just received my first bill - what do these fees mean?

There are a couple of fees which may appear on your bill. They are:

  • account origination fee - this is a onetime charge used to cover the expenses of creating your new account.

  • infrastructure investment charge - this is a quarterly charge that is used to help fund ECWA's annual system-wide infrastructure investment program, which averages $17 million a year.

What does "calculated bill" mean on my statement?

From time to time, our customers give ECWA early readings or we obtain readings prior to billing deadlines. This portion of your bill will reflect that the meter reading was calculated based on projected water usage up to your billing date.

What If I Can't Pay My Bill In Full?

Payment arrangements can be made for bills when an account has not yet been shut off. Be sure to contact one of our friendly, qualified customer service representatives to make payment arrangements. Any remaining balance will be assessed a 10% late charge.
